Activities
of the Agriculture Department:
The
prime activity of the department is to guide the farmers for adopting modern
Agricultural technology & there by increasing their Agricultural
production. For this 94 nos. Village Level Extension Workers (VLEW) have
been working in the district who act as grassroot level Agril. Extension
Workers. One VLEW guides nearly 800 farm families. The VLEW are trained
every month by Agricultural experts of the department. To guide the VLEW in
the field 15 nos. of Agricultural Extension Officer (A.E.O.) are working in
the district in the ratio of A.E.O. and VLEW is 1:8 (Approx.) . The A.E.Os.
are guided by the Sub-Divisional Agril.Officers. The departmental Officers
including VLEW work in close co-ordination with the Pather Parishalana
Samities (PPS) which are formed at the interactive of the department for
promoting Agril. Activities. Apart form this extension activity some Agril.
Schemes are also implemented. These includes training to farmers,
distribution of HYV seeds, Chemical fertilizers, pesticides & fungicide
Agril. Machineries & implements etc. at subsidized rate or sometimes
free of cost where demonstrations are conducted. Moreover, licenses
have been issued to private parties for dealing the Agril.input
business from where farmers can purchase HYV seeds, Chemical fertilizer,
pesticides, Agril. Machinery & implements etc. as and when required.

The Agricultural Schemes
undergoing in Dibrugarh district are as follows:-
This is a world Bank
sponsord scheme with an overall objective of developing broad-based
Agriculture. Hence several other departments are also involved. These are
Vetenary and Animal Husbandary, Fishery, PWD, Assam Agril.University,
Irrigation etc.under Agricultural department. Provision is there to install
shallow tubewell at one-third price (amounting Rs. 7770/= ), distribution of
rice minikit, vegetable seeds, seedlings/cutting of fruits plants, flower
seeds at subsidized rate. Provision of training to farmers is also there.
Beneficiaries for this scheme is selected by the VLEW in consultation with
the PPS.
This is a project for rainfed area only. The
objective of the Project is to utilize the water of any water-source like
riverlet, spring etc. for development of Agriculture, Fishery, domestic
animals, duckery, poultry etc. thereby full-filling the need of food, free
drinking water for both human beings and Animals.

A village level committee comprising the farmers of the project are
formed in every project area who are involved right from selection of
beneficiary to implementation of the project.
With an objective to increase oil-seed
production, inputs like seed, fertilizer, pesticides etc. are distributed
among farmers at subsidized rate
including free of cost. Training to farmers are also imparted under this
scheme. The beneficiaries are selected by the VLEW in consultation with
local PPS.
Rice minikit are distributed under this scheme
among the farmers free of cost. Moreover, sprayers (Rs.600/= subsidy) and
power tiller (@ Rs.30,000/= subsidy) are distributed among farmers
beneficiary list for Rice minikit is proposed by VLEWs in consultation with
PPS. Beneficiary list for sprayer has been approved by SDAO concerned.
Beneficiary list for power tiller has to be approved by Director of
Agriculture.
This is a NABARD assisted scheme. Where shallow
Tube-wells are installed in farmers field at one-third price only i.e.at Rs.
7770/= per STW. PPS at all levels are involved in the implementation of the
scheme. Growing more than one crop in a plot of land is the main objective
of the scheme.
Mize minikit demonstration and single crop
Maize demonstration are conducted in farmers field free of cost.
Beneficiaries are selected by VLEWs in consultation with PPS.
Under the scheme farmers are provide Agril.
Inputs free of cost after any kind of natural calamities with a limitation
of Rs. 250/= per farm family. Beneficiaries are selected by VLEW in
consultation with PPS & Revenue Dept. Official.
Under this scheme Demonstration multiple
cropping are organized in tribal farmers field free of cost. The beneficiary
list is prepared by VLEW in consultation with PPS & must have the
approval I.T.D.P. Board.
Under this scheme demonstration on multiple
cropping are organized in SC farmers filed free of cost. The beneficiary
list is prepared by VLEW in consultation with PPS & must have approval
of schedule caste Board.
Under this scheme provision is there to
distribute Black pepper cutting. Ginger & Turmeric at subsidised rate to
farmers. The objective of this scheme is to multiply & expard spices
area. The beneficiaries are selected by VLEW in consultation with PPS.
Vegetable seed kits are provided to the
selected farmers realizing a minimum token money. To popularize the brid
vegetable seeds among farmers is the main objective of this scheme.
Beneficiaries are selected by VLEW in consultation with PPS.
A community canning & training center under
a Demonstration Officer is there at Millan Nagar where practical training on
preservation of fruits & vegetables are imparted. Public in general can
avail the facility of processing seasonal fruits & vegetables at normal
payments. The objective of this scheme is to train the public particularly
women for preservation of fruits & vegetables.

:- Apart from implementing the above mentioned scheme the department in
Dibrugarh District is also undertaking the following works in the grater
interest of farmers community.
i) Imparting Agricultural Training to farmers at the call of different
NGOS.
ii)
Keeping a close relation with Bank for issuing Krishan Credit cards (K.C.C.)
iii) Organizing Agricultural Training / Programmes for other department of
Govt. of India like planning commission, Agriculture department and Assam
Agriculture University.
iv) Keeping liaison with other state Govt. department like Irrigation ,
Rural Development etc. for promotion of Agriculture.
v) Organizing Commercial Vegetable farming including fruits and flowers
for employment of youth.
vi) Prize / Incentives to Farmer:

Nos.of farmers have received prizes in the All Assam “krishak Somarah”
held in Guwahati on 7th March’2001 ,1st & 3rd
position in Zonal basis including Tinsukia and 1st , 2nd
, 3rd positions in District basis). The prizes includes Power
tiller , Power pump, Power sprayer & Pally Green House.
