 As per the provisions of the citizen charter, the following services will be provided within the stipulated time as mentioned against them. We propose to review the time limit against the services after two months again and to reduce it further by focussing on efficiency.

  Public Grievance Machinery of DC office at a Glance

The Office has issued the following important guidelines   for handling grievance redress. The internal grievance redress machinery would be strengthened in order to make the administration more responsive to the needs of the people. In order to achieve this, following steps are suggested:

 

·        Observe every Wednesday as a meeting-less day   when all the officers   should be available their desks from 1000 hrs. to 1300 hrs to receive and hear public grievances. Field level offices having contact with the public have also to declare that day   as a meeting-less day in which they will hear the grievances.

·        Shri Mukti Gogoi , Additional Deputy Commissioner has been designated  as  Grievance officer. 

·        Every grievance to be dealt with in a fair, objective and just manner.

·        The district administration has decided to analyse public grievances received to help identification of the problem areas in which modifications of policies and procedures could be undertaken with a view to making the delivery of services easier and more expeditious. This will be done by compiling the database of the grievances topic wise and region wise in computer and processing it to find out the region-specific problems. The fields for the database will be as follows :

·        The district administration is issuing booklets /pamphlets about the schemes /services available to the public indicating the procedure and manner in which these can be availed and the right authority to be contacted for service as also the grievance redress authority through Information and Fecilitation Counter.

·        The DIPRO has been instructed to pick up grievances appearing in newspaper columns which relate to Dibrugarh and take remedial action on them in a time bound manner.

·        The administration has placed locked complaint box at reception, and giving more publicity about the grievance redress machinery.

·        The Office has decided to set up staff Grievance Machinery and designate Shri B. K. Saikia, Additional Deputy Commissioner as Staff Grievance Officer.

·        The Office has further decided to complete the grievance redressal related to this office within thirty days of receipt of complaints.

·        This office will acknowledge each grievance petition received by hand on the spot and acknowledge those received by post or other source within seven of receipt, indicating of the name, designation and telephone number of the official who is processing the case.  Each of the petition received will be given a unique number which will have the department name (abbreviated) and the date suffixed to the number. Thus the petition number 104 received for DC office ( i.e. action DC office) on 24th July, 2001 will have the number 104DC240701. This will help in easy identification and finding out the extent of delay in redressal.

·        This office will constitute Lok Adalats/Staff Adalats,   and hold them every two months for quicker disposal off public as well as staff grievances and pensioners’ grievances.  

·        The office will issue   speaking reply for every grievance rejected.

·        The office will transmit statistical grievance redress data every month to the Department of Administrative Reform.  

·        Monitoring of Grievances will be done on a monthly basis in the DDC meeting.

·        Publicising the grievance redress mechanism on  the Doordarshan/ cable channel of Dibrugarh .

 

 

  Information and Facilitation Counter

  The office of the Deputy Commissioner will have an information and facilitation counter which will have the following facilities :

·        Information regarding the services provided along with the deadlines will be available .

·        The sample prescribed forms will be available. Wherever possible, free forms will also be provided.

·        The name of the concerned officers along with their contact numbers will also be available. In case of absence of any officers, the name of the officers who are dealing with the topic will be made available.

·        There will be sitting arrangements ,drinking water and toilet facilities for the public.

·        The complaint box will be placed at the reception counter itself.

·        An officer will be made in-charge of the IFC counter. Similarly, the staff will be there at the reception counter and they will be told to be polite and helpful to the public.

·        The important information will be put up prominently at the notice board near the IFC.

·        The citizen charter, the services and the stipulated time , and other information will be painted in the wooden notice board and prominently displayed at the IFC.
